PARKING CITATION FEE INCREASE

Why are parking citation fees going up?

Section 40203.5(a) of the California Vehicle Code states,

“The schedule of parking penalties for parking violations and late payment penalties shall be established by the governing body of the jurisdiction where the notice of violation is issued. To the extent possible, issuing agencies within the same county shall standardize parking penalties.”

Parking citation fees, which have not been updated for 10 years, will be increasing on July 1, 2012. This adjustment in citation fees will allow Cal Poly Pomona to continue funding programs which directly benefit the students, faculty and staff of the University, including the Bronco Express Shuttle and the Rideshare Program. It also brings Cal Poly Pomona’s citation fees into alignment with those charged by the City of Pomona, in accordance with Section 40203.5(a) of the California Vehicle Code.

What will the money be used for?

Education Code §89701.5 states,

“Moneys in the State University Parking Revenue Fund received as parking fines and forfeitures shall be used exclusively for the development, enhancement, and operation of alternate methods of transportation programs for students and employees, for the mitigation of the impact of off-campus student and employee parking in university communities, and for the administration of the parking fines and forfeitures programs.”

At Cal Poly Pomona this includes a number of different programs to support alternative transportation and sustainability efforts such as: Bronco Express Shuttle, providing preferential rideshare parking spaces for students who rideshare, providing Bronco Bucks for individuals who participate in the Rideshare Program, sponsoring events on campus to promote ridesharing, and administering the annual Rideshare Survey which is required by the South Coast Air Quality Management District (AQMD).

Who is affected by this citation fee increase?

Everyone who is issued a citation on campus will pay the higher citation amounts beginning July 1, 2012.

What is the most common citation issued on campus?

Most citations are written for failing to display a proper parking permit. Under the new fee structure, this citation will increase from $39 to $48.

*The City of Pomona does not have fines which correspond with these violations. Historically, CPP has tied these fines to those charged by Cal State Fullerton. However, CSUF charges $330, which is viewed as too high. When warranted, students found violating these provisions are also referred to Judicial Affairs for possible additional sanctions.
